Анотація
У статті висвітлено в теоретико-правовому аспекті сучасне розуміння категорії
«децентралізація». Охарактеризовано новітні підходи дослідників щодо тлумачення
дефініції «децентралізація». Зауважено на відсутності серед науковців єдиної позиції
щодо розуміння децентралізації. Указано на складність та комплексність поняття «де-
централізація», яке розкривається через його вплив на адміністративно-територіаль-
ний устрій держави, систему органів публічної адміністрації, розподіл між ними фун-
кцій, повноважень та фінансових ресурсів. Означено мету децентралізації, котра поля-
гає у відтворенні ефективної системи публічного управління державного, регіональ-
ного та місцевого рівнів, здатної своєчасно реагувати на потреби та проблеми сучасного
суспільства. Наголошено на децентралізації як одній із форм розвитку демократії, що
надає змогу (за збереження єдності держави та її інститутів) розширити місцеве само-
врядування, активізувати населення для забезпечення власних потреб та інтересів, об-
межити сферу впливу держави на суспільство. Децентралізація розглядається як прин-
цип публічного управління і як спосіб організації державної влади. The article highlights the modern understanding of the category «decentralization» in the
theoretical and legal aspect. The newest approaches of researchers referring to the interpretation
of the definition «decentralization» are characterized. It is noted that there is no common
position among scholars on the understanding of decentralization. The complexity of the
concept «decentralization» is being revealed through its influence on the administrativeterritorial
structure of the state, system of public administration bodies, distribution of functions,
powers and financial resources between them. The decentralization is aimed at creating an
effective system of public administration at the state, regional and local levels which is able to
respond to the needs and problems of modern society. Emphasis is placed on decentralization
as one of the forms of democracy development which allows, while preserving the unity of the
state and its institutions, to expand local self-government, activate the population to meet its
own needs and interests, limit the sphere of state influence on society. Decentralization is seen
as a principle of public administration and as a way of organizing state power. The characteristic
features of decentralization are singled out: interlevel separation of competence and finances; real functioning of self-government; various horizontal and vertical connections; multiple
separation of powers; a certain amount of authority that is the subject of decentralization; the
mechanism of transfer of powers from higher authorities to lower authorities; ways of
interrelations between the subjects of decentralization and other authorities, public
organizations, enterprises, institutions; the responsibility of authorized persons or authorities to
the public for making and implementing decisions; transparency and openness of public
authorities; the presence of state control over the activities of local governments in the way
prescribed by law; the absence of a significant gaps between the subjects and objects of
government. It is concluded that decentralization as a counterweight to centralization is
an appropriate way in which there is a shift/transfer of power from the center to local
governments with the right to make decisions, within its competence, as to a certain range of
issues of their own development which is a necessary condition for dynamic and effective
development for functioning of the state and ensurance of a balance between national interests
and vital needs of the population of regions and their territorial communities.
