Анотація
Перебудова відкрила можливості для вивільнення накопиченого протестного потен- ціалу серед демократично налаштованих секцій радянського суспільства. Серед ін- ших союзних республік у прибалтійських державах сформувалося найбільш сприятли- ве підґрунтя для розгортання процесів лібералізації суспільно-політичного життя до вимог відновлення державності. Естонія, Латвія та Литва менше часу були части- ною СРСР, ніж інші республіки, тому громадські настрої їхнього корінного населення вирізнялися стійкою відмовою від іноземної влади. Водночас для того, щоб уникнути жорсткого протистояння, формування демокра- тичних сил в організованій опозиції вимагало рівноваги й поступовості. Різні форми національно-культурного відродження та санкціонованого протесту стали альтернативою широкомасштабного зіткнення реформаторських сил із ко- муністичною владою. У той час населення країн Балтії привертало увагу до гострих питань минулого різними шляхами: об’єднання навколо національних традицій, обго- ворення екологічних проблем, передачі своїх поглядів через мистецтво тощо. Метою статті є визначення особливостей організації та позиціонування демокра- тичних сил у країнах Балтії в добу Перебудови. Для вирішення поставленої мети ви- конано такі наукові завдання: проаналізовано форми позиціонування демократичних сил у прибалтійських республіках часів Перебудови; досліджено динаміку розгортан- ня протестних настроїв у країнах Балтії в 1985–1991 роках. Продовженням різноманітних видів діяльності екологічного, історичного, культур- ного та іншого спрямування стала організація «національних фронтів» – масових громадських рухів демократичної орієнтації. Спочатку виникнення цих рухів сприйма- лося як організована дія, яка повинна сприяти загальній лібералізації. Однак згодом розширення діяльності народних фронтів стало некерованим, їхні декларації дедалі більше стають схожими на ультиматуми. Перші обережні гасла про розширення не- залежності згодом перетворилися на вимоги відновлення незалежності. Сьогодні пострадянський простір продовжує наповнюватися авторитарними ре- жимами, зберігаючи високий рівень протестних настроїв. Тому вивчення досвіду по- страдянських республік Балтії є важливим для розуміння можливих шляхів розвитку опозиції до влади. Reconstruction opened up opportunities for the release of accumulated protest potential among the democratically-minded sections of Soviet society. Among other union republics, the most favorable ground for the deployment of the processes of liberalization of social and political life to the requirements for the restoration of statehood was formed in the Baltic States. Estonia, Latvia and Lithuania, less than other republics, were part of the USSR, and the public sentiments of the indigenous population were distinguished by a steady rejection of foreign power. At the same time, in order to avoid a hard confrontation, the formation of democratic forces into an organized opposition demanded balance and gradualness. Various forms of national-cultural revival and sanctioned protest have become an alternative to the widespread clash of the reformist forces with the communist power. Balts began to draw attention to acute issues of the past in different ways, to unite around national traditions, to discuss environmental problems, to convey their views through art, etc. Relevant initiatives have received widespread public support, involving the general public. The purpose of the paper is to determine the peculiarities of the organization and positioning of democratic forces in the Baltic States on the day of Perestroika. To solve the goal, it is necessary to solve the following scientific tasks: to analyze the forms of positioning of democratic forces in the Baltic republics of the times of Perestroika; to investigate the dynamics of the deployment of protest moods in the Baltic States in 1985–1991. The continuation of various kinds of activities of environmental, historical, cultural, etc. character became the organization of “national fronts” – the mass social movements of a democratic orientation. At first, the emergence of these movements was perceived as an organized action, which should contribute to overall liberalization. However, subsequently, the expansion of the activities of the popular fronts became uncontrollable, and their declarations became increasingly ultimatum. The first cautious slogans on expanding independence subsequently turned into demands for the restoration of independence. Today, the post-Soviet space continues to be full of authoritarian regimes, while maintaining a high degree of protest sentiment. Therefore, the study of the experience of the post-Soviet Baltic republics is important for understanding possible ways of developing opposition to the authorities.
