Анотація
Стаття присвячена розгляду міжнародного дос- віду у сфері протидії незаконному обігу наркотичних засобів, психотропних речовин та прекурсорів. Досліджуються історичні аспекти виникнення цього явища. Значна увага приділяється першим спробам держав протидіяти незаконному обігу наркотичних засобів, психотропних речовин та прекурсорів. Обґрунтовується необхідність міжнародного співробітництва в протидії незаконному обігу наркотичних засобів, психотропних речовин та прекурсорів і неможливість будь-якої держави самостійно ефективно протидіяти викликам транснаціональної злочинності в цій сфері. Побудова правової, демократичної, соціальної держави, що закріплено Конституцією України, вимагає неухильного дотримання державними органами та їх посадовими особами прав і свобод людини й громадянина, забезпечення законності у сфері обігу наркотичних засобів, психотропних речовин і прекурсорів. Однак поширення наркоманії, як у світі, так і в Україні, є однією з найгостріших загальнолюдських проблем сьогодення. За даними Управління ООН із наркотиків і злочинності, у світі в 2010 р. нараховувалося близько 230 млн людей, а вже у 2013 р. – 246 млн, які мали досвід вживання наркотичних засобів чи психотропних речовин. Станом на 2016 р. 110 млн осіб зловживають ними і 25 млн страждають на наркотичну залежність. У Всесвітній доповіді ООН про наркотики за 2010 р. підкреслюється, що за споживанням опіатів Україна займає третє місце в Європі. The article is devoted to the consideration
of international cooperation in counteracting illicit
trafficking in narcotic drugs, psychotropic substances
and precursors. The historical aspects of the occurrence of this phenomenon are studied. Much attention is paid
to the first attempts by states to counter illicit trafficking
in narcotic drugs, psychotropic substances and precursors.
The necessity of international cooperation in counteracting
the illicit trafficking of narcotic drugs, psychotropic
substances and precursors and the inability of any state
to effectively counteract the challenges of transnational
crime in this area is substantiated.
The construction of a legal, democratic, social state,
enshrined in the Constitution of Ukraine, requires the strict
observance by the state authorities and their officials
of the rights and freedoms of man and citizen, ensuring
the legality of the circulation of narcotic drugs, psychotropic
substances and precursors. However, the spread of drug
addiction, both in the world and in Ukraine, is one of the most
acute social problems, and the solution of which does not
lead to harm to human health.
According to the United Nations Office on Drugs
and Crime in the world in 2010, there were about 230
million people, and already in 2013 – 246 million who had
experience in the use of narcotic drugs or psychotropic
substances. As of 2016, 110 million people are abusing
them and 25 million people are drug addicted. The 2010
UN World Drug Report underlines that Ukraine is third in
Europe in terms of opiate consumption.
In the whole of our state, there is a consistent work
in this area, appropriate measures are being taken
to counteract the illicit circulation of narcotic drugs
and psychotropic substances.
But to call this work extremely unfortunate is
not possible, which raises serious concern both state
authorities and ordinary citizens of Ukraine. The problem
of “rejuvenation” of drug addiction (the year of the first
attempt to use narcotic drugs and psychotropic substances
among adolescents from 13 to 15 years, and in some regions
it is even younger – from 9 to 12 years) is a matter of great
concern and causes the need for fruitful cooperation with
other states.
