Знание особенностей, средств и приемов общения, умение планировать, организовывать и осуществлять профессиональное общение, учитывая особенности социального восприятия и понимание человека человеком – это важная профессиональная составляющая характеристики сотрудника полиции, которая влияет на эффективное решение оперативных задач. In terms of the internal affairs bodies reformation, the determination of psychological features of the police professional activity is still an important area of work. It requires the continuous improvement of the skills of verbal behavior and enlarging the culture of communication of the police staff. Knowledge of peculiarities, means and methods of communication, the ability to plan, organize and implement professional communication, taking into account the features of social perception and understanding of a person is an important characteristic of a professional police officer that affects the effective resolution of operational and service tasks. В умовах реформування органів внутрішніх справ, важливим напрямком роботи залишається визначення психологічних особливостей професійної діяльності співробітників поліції. Співробітникові правоохоронних органів необхідно постійно вдосконалювати свої комунікативні навички та культуру спілкування. Знання особливостей, засобів і прийомів спілкування, вміння планувати, організовувати і здійснювати професійне спілкування, враховуючи особливості соціального сприйняття і розуміння людини людиною - це важлива професійна складова характеристики співробітника поліції, яка впливає на ефективне вирішення оперативних завдань.

Служба в органах Національної поліції супро-воджується екстремальними навантаженнями, діяльність відбувається в напружених, складних умовах, пов’язаних із застосуванням зброї, фізичної сили, спеціальних засобів. Від сумлінності та професійної майстерності особового складу залежать не тільки результати службової діяльності, але також життя і здоров’я працівників. Профессиональная деятельность предъявляет человеку определенные требования и накладывает отпечаток на его личность и на весь образ жизни. Служба в органах Национальной полиции сопровождается экстремальными нагрузками, деятельность проходит в напряженных, сложных условиях, связанных с применением оружия, физической силы, специальных средств. От добросовестности и профессионального мастерства личного состава зависит не только результаты деятельности, но и жизнь, и здоровье сотрудников полиции. Modern living conditions require an appropriate review of the role, tasks and place of many government agencies. First of all, it concerns the bodies of the National Police as a guarantor of law and order and stability in society. Regulatory basis of the activity of this body was being formed during the whole period of the formation of Ukraine as an independent state. Changes in public life have made many adjustments to the activities of the police, first of all in expanding their competence, improving forms and methods of activity. Some of these changes are standardized, but taking into account the current pace of public life development, even more of them require a corresponding standardization. Today it is very actual to study the provision of constitutional rights and freedoms of the citizen by the police, since exactly they are entrusted with the function of protecting and ensuring the realization of human rights and freedoms, and in case of violation of these rights, they have the duty to take the necessary measures for their restoration. It is well known that the professional activity of a police-man, whose object is a person, forms a complex system of interconnected, interdependent moral relations. The moral and psychological qualities reflect the professional obligations and ethical norms of behavior of the law enforcement officer. It goes about proper and necessary treatment from the point of view of professional ethics, specific norms of morality, humane attitude towards another person. The moral basis of the employee's behavior is such qualities as: a sense of professional duty, professional honor, justice, principledness, honesty, decency, compassion and empathy; courage, setting on observance of legality and official discipline; feeling of a partnership; humanity, etc. The moral and psychological qualities of law enforcement officers are manifested in views, beliefs, feelings, behavior, relationships, attitudes towards other people. The leading moral and business qualities include: humanistic orientation, responsibility, kindness, politeness, tact, correctness, decency, honesty, justice, unity of speech and deeds, civic courage, determination, self-control, willingness to help, ability to remain objective. Moral and psychological qualities are based on a stable, above all, moral motive or a certain set of stable motives, each of which has two sides: meaningful and dynamic. The meaningful side expresses the semantic essence of the motive, its content and position in the hierarchical structure of the motivational system of the law enforcement officer. The dynamic side reflects the degree of significance of this motive or set of motives for the officer of the Internal Affairs Bodies through the appropriate level of strength, the potential of his emotional expression and influence on his behavior. The meaningful and dynamic aspects in their interaction form the energy-psychological potential of this induction, which is transformed into an appropriate instruction with the same potential. Moral-psychological as a holistic phenomenon has a cognitive-reflective, normative-assessment, regulatory, ideological-motivational, communicative, orienting, mobilizing, forming, predictive functions. K. Rogers, as a representative of the humanistic theory, considered the centerpiece of the person to be self-esteem, the idea of a person about himself ("I-concept"), which is generated in interaction with other people. The ability to have flexible self-esteem, the ability under the pressure of experience to overestimate the system of values that arose before, is, in his opinion, an important condition for the integrity of the individual and his/her mental health in different life situations. As you know, the basis of self-esteem, in the first place, are the moral principles and criteria. It is also worth paying attention to the fact that the key element of the I-concept of an adult is responsibility. In his professional activity, the police officer is constantly in a situation where it is necessary to control both his actions and actions of the citizens with whom he directly works. Therefore, the formation of responsibility is an important component of the moral and psychological training of police officers, which greatly increases the success of their professional activities. After all, the responsibility of the subject is a conscious performance of all the standards and requirements proposed him by the society.

Дуже часто працівникам правоохоронних органів необхідно одночасно пристосовува-тися до мінливого середовища (соціального, економічного, кримінального), задовольняти базові потреби (в їжі, одязі, оселі, безпеці) і намагатися рости професійно, домагаючись більш високого службового становища і майстерності на робочому місці. Така різноспрямована активність серйозно впливає на результативність діяльності. Внаслідок цього значно зростає роль особистісного та мотиваційного фак-тору в забезпеченні ефективності професійної діяльності. Проблема формування та розвитку професійної мотивації працівників правоохоронних органів в службовій діяльності є актуальною та перспективною. В условиях реформирования органов внутренних дел меняется и профессиональная мотивация. Сотрудникам полиции приходится адаптироваться к социальным, экономическим и криминальным реалиям сегодняшней жизни, удовлетворять свои базовые потребности (в еде, в одежде, жилье, безопасности) и необходимо совершенствовать свои профессиональные умения и навыки, вследствие чего возрастает роль личностного и мотивационного фактора в эффективности профессиональной деятельности. With the expansion of the sphere of the law-enforcement system activity, the complication of the crime situation, and the widening of labor allocation among law-enforcers according to functional and official features, the management and organization of work in the bodies of the National Police of Ukraine are becoming increasingly important. This determines the need to find new and improve existing ways to increase the effectiveness of law enforcement. One of the factors that determine the active pursuit of professional tasks by policemen is their motivation for service. An important condition for the success-ful operation of the law-enforcement system is the interest of the entire police staff in increasing the efficiency and quality of work. In this regard, special attention is paid to the study of the professional motivation of the police officers. In addition, the management of professional motivation will ensure the unity of the personal goal of law enforcement officer and the purpose of the whole police system. Consequently, studying the motives of police work and establishing a successful process of managing their professional motivation is relevant and important for enhancing the effectiveness of the law enforcement system. Motivation is a relatively stable system of incentives and motives that determine the behavior of a particular worker. Incentives include those factors that affect the attitude of the person towards the service activities (organization of work, wages, bonuses, etc.). Motives are factors that directly affect the content of work (for example, satisfaction with the creative, innovative nature of work, feeling of respect of others by a doer, recognition of the results of work, the possibility of promotion, etc.). Professional motivation of the police officer is the desire of the employee to meet his/her needs to fulfill law enforcement tasks and functions with the help of the service and work. The system of motivation characterizes a set of interrelated measures that stimulate an individual employee or professional staff as a whole to achieve the individual and common goals of the unit. In explaining the motives of work, it is possible to partly answer the question: why do the law enforcers work well or badly; if they work hard fully or partially; if they receive more or less pleasure from work or do not feel it at all. The process of managing the professional motivation of the police characterizes the interaction of law enforcement and police officers. The correct style of subordinate leadership, the relationship between manager and subordinates in many cases effects the quality of work and the state of discipline in the unit. Therefore, the determinant of efficient and effective professional work of the police is their motivation for service. In this regard, it is important for managers of all levels to have a beneficial effect on the professional motivation of their subordinates, that is, to manage this motivation. Specialists in the field of management distinguish five relatively independent areas for improving the professional motivation of employees: 1) material incentives, 2) improvement of the manpower quality, 3) improvement of the work organization, 4) involvement of staff in the management process, 5) non-monetary (moral) stimulation . However, the law-enforcement system is characterized by a specific working environment, with a special organization of the work process. That is why, it is necessary, if possible, to “tune” already known and to develop and implement special, typical for the police system ways of influencing professional motivation.

Аналіз наукової літератури вказує, що більшість недоліків і труднощів в управлінні персоналом ОВС мають місце через ігнорування психологічних аспектів управлінської діяльності: підбір кадрів і обов’язків не відповідають особистісним можливостям виконавців, розподіл доручень відбувається без належного врахуван-ня індивідуально-психологічних особливостей працівників та мотивації до виконання певної роботи; колективам підрозділів бракує згуртованості і групової сумісності, керівникам не вистачає навичок оптимального спілкування, впливу на підлеглих та управління конфліктами. В условиях реформирования органов внутренних дел важным направлением роботы остается определение психологических особенностей управленческой деятельности руководителей. Анализ научной литературы показывает, что большинство недостатков в управлении персоналом МВД, возникают через игнорирование психологических аспектов управленческой деятельности: подбор кадров не соответствует личностным возможностям исполнителя, распределение поручений осуществляется без учета индивидуально-психологических особенностей подчиненных, коллективам подразделений не хватает групповой совместимости, руководителям не хватает навыков общения, управления конфликтами. The creation of a constitutional state and democratic society calls for a qualitatively new police management and personnel policy. An important focus of management activities is to work with the staff, because the quality of recruitment, placement, training and motivation of police result in the effectiveness of crime prevention, and the effectiveness of the police social functions. In the field of HR departments of the National Police some positive changes are being held: the staff quantity is being optimized, the approaches to recruitment are being transformed,as well as to retraining, the emphasis in training of managerial personnel or management bodies and units of the Internal affairs bodies is being changed. Also the democratization of management is growing, the decentralization of responsibility, as well as the delegation of authority to lower managerial level and qualitatively new methods of manager training are being implemented. The role of a chief is being changed significally, expanding the rights of heads of regional police departments in the appointment matters and use of personnel, use of forces, resources,etc. In terms of reforming the Internal affairs bodies is still an important area of work to determine the psychological features of administrative heads. Analysis of the literature indicates that most of the shortcomings and difficulties in personnel management of internal affairs occur because of ignoring the psychological aspects of management, the recruitment and obligations do not meet the personal capabilities of performers, the distribution of orders occurs without taking into consideration the individual psychological characteristics and motivation of employees to perform certain type of work; team units lack cohesion and group compatibility, the chiefs lack the skills necessary for optimal communication, impact on employees, and conflict management. During the identification of certain personality psychological structure of the head of the internal bodies it is advisable to start with the understanding of the individual as a unity of biological and social factors. One of the defining typological feature is the presence of emotional and dynamic form at all levels of a personality, which manifests itself in one or more major trends that define the individual properties of adaptive mechanisms, way of thinking, interpersonal behavior,the power of motivation and type of reaction to stress, they influence the formation of higher levels of the personality orientation. The model of the personality of the internal affairs bodies chief includes individual psychological characteristics and processes established by the components of general abilities, intellectual processes, communication and other components that form the complex of individually-personal features of a chief necessary for successful performance of professional functions.
