The Subject of the Study: The subject of the study is approval approve scientific view on the need to determine and adopt the procedure for testing of integrity of police officers. Methodology: The following general and special methods of cognition are used in the course of the research: dialectical method, comparative and legal method, system and structural method, modeling method, method of abstraction, and method of generalization. The Results of the Study: Problematic issues related to the standardization of the procedure for testing of integrity of police officers are investigated. Emphasis is placed on the need to address the issue of taking measures to ensure the compliance with the rules of integrity, as well as to determine the procedure for testing the integrity of police officers. Practical Implications: It is argued that the proper level of integrity of police officers can be ensured by enshrining the requirements of integrity in the Law of Ukraine “On the National Police”. Value/Originality: Based on the analysis of anti-corruption legislation, the criteria for checking the integrity of police officers have been identified.

Проаналізовано особливості нормативно-правового регулювання діяльності підрозділів дізнання Національної поліції України під час досудового розслідування кримінальних проступків. Окреслено повноваження керівника органу дізнання та прокурора під час досудового розслідування кримінальних проступків. Визначено роль слідчого судді як суб’єкта забезпечення прав, свобод і законних інтересів особи під час досудового розслідування кримінальних проступків. Досліджено особливості початку та обчислення строків досудового розслідування у формі дізнання. Установлено процедурний аспект проведення слідчих (розшукових) дій та негласних слідчих (розшукових) дій під час досудового розслідування кримінальних проступків. Окреслено коло міжнародно-правових актів у сфері забезпечення швидкого, повного та неупередженого розслідування кримінальних проступків, а також розтлумачено зміст застосування практики Європейського суду з прав людини під час досудового розслідування кримінальних проступків. Робота може бути корисна для науковців, практиків правоохоронних органів (підрозділів дізнання Національної поліції України), викладачів, аспірантів, студентів юридичних закладів вищої освіти, а також для тих, хто цікавиться питаннями досудового розслідування кримінальних проступків. The monograph examines the historical aspects of the introduction of the inquiry institution. Peculiarities of regulatory framework for the activity of the investigation units of the National Police of Ukraine during the pre-trial investigation of criminal offences are analyzed. The authority of the head of the inquiry body and the prosecutor during the pre-trial investigation of criminal offences is outlined. The role of the investigating judge as a subject of ensuring the rights, freedoms and legitimate interests of an individual during pre-trial investigation of criminal offences is defined. Peculiarities of the initiation and calculation of the terms of pre-trial investigation in the form of inquiry are studied. The procedural aspect of conducting investigative (search) actions and covert investigative (search) actions during pre-trial investigation of criminal offences are established. The range of international legal instruments in the field of ensuring prompt, full and impartial investigation of criminal offenses is defined, and the implementation of the practice of the European Court of Human Rights during pre-trial investigation of criminal offenses is also explained. The work can be useful for scientists, practitioners of law enforcement agencies (inquiry units of the National Police of Ukraine), educators, graduate students, law students, as all those interested in the issues of pre-trial investigation of criminal offences.
