It is noted that the relevance of this topic is due to existing social problems in many countries of the world: the need for state protection of children deprived of parental care, the increase in children’s migration rates, and the like. In this regard, it has been indicated that one of the first steps towards the protection of the children’s rights was the adoption of the Children’s Rights Convention, which actually intensified the process of creating and improving existing children’s rights protection mechanisms at the national level. Among the entities of such a mechanism, the children’s rights ombudsman, who is an official responsible for the issues of legislative support and the actual implementation, protection of personal non-property and property rights of the child, has a primary role. Among foreign countries where the institution of the children’s rights ombudsman, Norway, Finland, and Croatia, are highlighted. The current state of the children's rights protection in Ukraine, in particular, the activities of the Human Rights Commissioner for the President of Ukraine and the Human Rights Commissioner of the Verkhovna Rada of Ukraine, is also considered, and the conclusion about the need to allocate the position of the human rights ombudsman in the Ukrainian parliament and to establish cooperation between him and the Children’s Rights Commissioner for the President of Ukraine is drawn.

Проаналізовано особливості нормативно-правового регулювання діяльності підрозділів дізнання Національної поліції України під час досудового розслідування кримінальних проступків. Окреслено повноваження керівника органу дізнання та прокурора під час досудового розслідування кримінальних проступків. Визначено роль слідчого судді як суб’єкта забезпечення прав, свобод і законних інтересів особи під час досудового розслідування кримінальних проступків. Досліджено особливості початку та обчислення строків досудового розслідування у формі дізнання. Установлено процедурний аспект проведення слідчих (розшукових) дій та негласних слідчих (розшукових) дій під час досудового розслідування кримінальних проступків. Окреслено коло міжнародно-правових актів у сфері забезпечення швидкого, повного та неупередженого розслідування кримінальних проступків, а також розтлумачено зміст застосування практики Європейського суду з прав людини під час досудового розслідування кримінальних проступків. Робота може бути корисна для науковців, практиків правоохоронних органів (підрозділів дізнання Національної поліції України), викладачів, аспірантів, студентів юридичних закладів вищої освіти, а також для тих, хто цікавиться питаннями досудового розслідування кримінальних проступків. The monograph examines the historical aspects of the introduction of the inquiry institution. Peculiarities of regulatory framework for the activity of the investigation units of the National Police of Ukraine during the pre-trial investigation of criminal offences are analyzed. The authority of the head of the inquiry body and the prosecutor during the pre-trial investigation of criminal offences is outlined. The role of the investigating judge as a subject of ensuring the rights, freedoms and legitimate interests of an individual during pre-trial investigation of criminal offences is defined. Peculiarities of the initiation and calculation of the terms of pre-trial investigation in the form of inquiry are studied. The procedural aspect of conducting investigative (search) actions and covert investigative (search) actions during pre-trial investigation of criminal offences are established. The range of international legal instruments in the field of ensuring prompt, full and impartial investigation of criminal offenses is defined, and the implementation of the practice of the European Court of Human Rights during pre-trial investigation of criminal offenses is also explained. The work can be useful for scientists, practitioners of law enforcement agencies (inquiry units of the National Police of Ukraine), educators, graduate students, law students, as all those interested in the issues of pre-trial investigation of criminal offences.
