Викладено механізм докорінного реформування публічнотури, адвокатури, суду, слідчотури, ордистатури, експертнотури та виконавчотури як самостійних антиделіктних органів за всім спектром відповідно судової, слідчої, ордистичної. експертної та виконавчої діяльності. The constitutional status of the Ukrainian state as a presidential republic is substantiated, in which in the conditions of ensuring the sustainable development of the state there is an urgent need to radically reform the existing essence and functions of the institution of the President and prosecutors into a kind of supervisory branch of government for accurate, uniform and strict compliance with laws and other legal acts and with legal status citizens and other sociosubjects. Emphasis is placed on the fact, that since Ukraine's independence, the prosecutor's office initially had a similar nature and functions in the form of so-called general supervision, and then was deprived of it openly unconstitutional, which turned into a purely declarative provision of the Constitution of Ukraine about providing the state to approve and ensure the rights and freedoms of people and citizen and the status of the president of the state as a real guarantor of compliance with the Basic Law and the specified legal status of citizens. It is proposed to transfer from the prosecutor's office the function of procedural guidance to the heads of investigative units – investigatetour, as a newly created investigative body; and the function of prosecution to the new antidelict body - publictour; which together with an advocacy, should operate on the the principle of of single-headedness and to ensure the protection of the legal status in all types of proceedings, respectively, the victim and the offender and the provision of other related legal assistance; receive wages and all other benefits only from the state. The essence of reforming the traditional judiciary into a single antidelict body in the form of the Supreme Court of Ukraine, as well as any other state in the world, with an exhaustive set of judicial chambers (constitutional, anticriminal, administrative, labor, de-facto property-contract or civil and de-jura property-contractual or economic, arbitration, economic), which should be duplicated at the level of regional courts and implemented through the relevant specialization of judges of locative courts. The mechanism of radical reform of the ordistatour, expertisetour and executivetour committees as independent antidelict bodies, which should act on the basis of the principle of single-headedness in across the spectrum, respectively, ordistial (operational-search), expertial and executive activities, in the latter case with two basic subdivisions - correctional labor and other executive proceedings, which should regulate the procedure of execution of punishments, respectively, related to imprisonment and restriction of liberty and not related to such consequences in all types of judicial proceedings.

Підкреслено, що під завідомо достовірними відомостями доцільно розуміти такі, що повною мірою відповідають фактичним обставинам діяння, події або явища у цілому або певній його стороні, та особливості сприйняття, запам'ятовування, зберігання, відтворення та іншої їх передачі певною особою, в т. ч. життєвий досвід або відповідна спеціальна чи професійна компетентність сприяють передачі або іншому оприлюдненню практично адекватних відомостей. In the context of the implementation of certain basic European integration provisions regarding the ob-servance of human rights and the principle of the rule of law, the essence, relationship and limits of legitimate disclosure of known reliable information, unknown reliable news, known unreliable information and unknown unreliable news in any type of juridical or journalistic proving or public discussions. It is emphasized, that by known reliable news it is appropriate to understand those, that fully corre-spond to the actual circumstances of the action (actions or inactions of an individual or a small group of peo-ple), events (actions or inactions of very large groups of people, when it is impossible to establish the role in achieving the overall result of each of participants, for example, in the course of war, etc.) or phenomenon (ac-tion or inaction of the forces of nature, including predatory animals, that are in conditions not regulated by humans) in general or a certain part of it, and peculiarities of perception, memorization, their storage, repro-duction and other transmission by a certain person, including life experience or relevant special or profession-al competence contribute to the transmission or other disclosure of practically adequate news. Attention is focused on the fact, that according to the basic orientation of the result of their public dis-closure, each of the named types of news can be divided into those, that condition their perception by the ma-jority of addressees as positive, negative and positive-negative, and negative information - also as neutral, so-cially harmful and socially dangerous news, when the last two types of news, depending on the level of public danger as a result of their public disclosure, may create conditions for the recipients to commit relevant crimi-nal and other offenses. On the basis of the above, it is proposed to improve the constitutional foundations of the legitimate im-plementation of any type of juridical, journalistic and other mass media proving or public discussion in terms of the freedom of not just any, but only knowingly reliable speech, as well as specified circumstances under which publication may be limited and knowingly reliable news.
